Formula and method
Base volume = length × width × depth
Required volume = base volume × (1 + waste ÷ 100)
Exact bags = required volume ÷ bag volume
Whole bags = ceiling(exact bags)
Metres and cubic metres are canonical. Metric bag litres and US bag cubic feet convert explicitly to cubic metres before division.
Verified example
4 m × 3 m at 5 cm deep
The base volume is 0.600 m³. With 10% waste it becomes 0.660 m³ or 660 litres, requiring 13.20 nominal 50 L bags, rounded to 14 whole bags.
